CHARLES G. PHELPS DIES SECOND OFFENDER National Polltics New Haven, Oct. 24 (P—Charles G. Phelps of Wallingford, an officer of the Conuecticut Manufacturers’ association and for nineteen years secretary to the late United States Senator Orville H. Platt of Merlden, dled at the New Haven lhospital shortly after 1 o'clock this morning following an operation, Mr. Phelps, who was 56 years old, had been prominently identified in Connecticut national politics and Connecticut Manutacturing for more than 30 years. He is survived by his widow, Mrs. Jennle Phelps, and one brother, Oliver Phelps of Washington, D. C. T'uneral arrangements have not been announced.
