ITALIAN FINANCE EXPERTS HOPEFUL Yery Optimistic Abont Funding Debt to 0. §. Rome, Aug. 19 (P—Optimism over the ultimate success of the coming negotiations at Washington looking toward the funding of Italy's war debt to the United States has been enhanced in Rome by the news of the agreement reached for the fund- ing of the Belgian debt to America. Considerable credence is given here to a suggestion from an author- ftative source that some of the larger principles of the Dawes plan, as ap- plied to'German reparations pay- ments may also be applied in the set- tlement of Italy's debt. It is pointed dut that the first thing to be done is equitably to appraise Italy's capacity to pay and then to establish annual amounts in strict accordance with this capacity. 1t {8 also authoritatively suggest- ¢4 that in order to help Italy meet these payments without injury to her national economic lite generous loans of American capital ghould be aftorded2 for the donble purpose of stabilizing the Itallan currency and 28 a healthy tonic to her industry. Reports continue to clrculate re- garding an impending loan of con- siderable proportions by American financiers, and while in government circles attempts are made to dis- courage such reports there has bsen no officlal denial of them. 1t i general opinion that the go ment wishes to avoid any premature announcement for political reasons, Giacomo De Martino, Ita bassador to the United States, continuing an intensive round conferences with government offi- elals. This plan consists of walting until relatively powerful forces are as-| sembled and then advancing along a | wide front, methodically clearing out the country. The tribesmen, aware of the frresistible numbers opposing them are not inclined to make a stand anywhere. Sixteen thousand infantry are em- ployed 3= the present movement, the artillery and eavalry accompanving them bringing the total to upwards of 20,000, When the advance reaches pre- determined limits the columns will halt and rest in preparation for an- other forward operation, meanwhile adequately arranging to defend the territory they have occupied At the same time similar advances will be made along other parts of the front until Abd-El-Krim's Rifftan last stand or sua for peace chief must make his HE WL ATTEND French Finance Minister Plans | to Come fo T, §.
