Africa, Have | Heads Turned by New Richew Gained By Selling Cotton London, March 27.—Some of the natives in Uganda, East Africa, have become so prosperous selling cot- ton lately that they have forgotten nearly all about clothing and invest their incomes on bicycles, bright- colored beads, and numerous other uovelties from abroad, William G. A. Ormsby-Gore, under secretary for she colonies, told the African Society in London at a recent dinner. Mr. Ormsby-Gore was a member of a parliamentary delegation which visited East Africa last year and was describing some of the experlences of the London party. Incidentally, he considers Uganda a natural cotton- growing country and, he said, “probably the best in the world, the southern states of America not excepted.” Many natives, the “nou- veaux riche,” he called them, had become troublesome, due to thelr prosperity, and insisted upon buying luxuries instead of necessities. At one place, said the speaker, the delegation was presented with a live alephant. It still remains their prop- erty, although they left the animal behind, and every few weeks they receive a bill for its feed, while as yet no one has decided how to get rid of it Bundlem@ Only Need Be Marked ‘Washington, March 27—The treas- ury ruled yesterday that hereafter shingles and flooring boards and other wood commonly sold at retail in bunches may be marked with the country of origin in the original bundle, and that it would not be necessary for importers of wood or woed products in this form to mark each individual article. The ruling was contained in a let- ter to the collector of customs in New York, where a case was at is- sue involving shingles imported from Canada. “It has been the view of the de- partment,” the decision said, “that inasmuch as shingles and flooring are uniformly sold to the ultimate purehasers in bunches or bundles, each bunch or bundle should be re- * garded as an ‘article’ subject to marking under the terms of the marking statute.” .
