WIL ASK FOR 15 NORE POLICY Boad Prepares Budget for Coning Year Sacrificing a number of Improve- ments that would tend to increas: the efficleney of the police depart nent, a budget for the coming fisca sear has been prepared by Chalrmai. Javid L. Dunn of the board of polic commissioners, Clerk Joseph A. Mc Jrall and Chief Willlam-C. Hart that will be submitted to a special meet g of the board of commissioners tonight. An effort was made to keep the requested appropriations at a tigure near that of last year and the tentative budget prepared is only 3400 in excess of last years, A total outlay of $163,483 for run- ning the department as now organiz- ed is called for in the budget and with the sum reguired for what the board considers necessary improve- men to the force will require a sum of $28,600. The committée that arranged the budget decided that fifteen addi tional men should ‘be added to the regular force of the departmnt if the city was to be given proper attention Incidents during the past year have emphasized the need of the new men, according to Chief Hart, who sald that additional protection in the cen ter of the city was absolutely neces sary and could not be given without more men. Additional men are need- ed for traffic duty in different sec- tions of the city also, and the chief feels that the department ought to have two more motoreycle policemen avallable for duty. Two new motor- eycles are asked. The addition of 15 of 15 men to the force will require a sum of $28,500. Insallation of the flashlight sig- nal system throughout the city will also bo asked this year, The item was included In last years budget, but was turned down by the board of finance and taxation, The sys- tem would not cost the city over $10,000, It comprises a system of flash signals throughout the city, which are turned on when an emergency arises that necessitates headquarters getting in touch with the men patrolling beats, Chief Hart sald that if the system had been Installe’' last year, the cape of Glovanni Votarrl, murderer of Joseph D'Angelo in a West street 'house last fall, would hardly have succeeded as all the patrolmen about the city could have been notiffed in | .a few minutes to be on the lookout for him, An appropriation of $8,000 for a ciothing allowance for members of the department {s also included in the llst of new Items. This company is now offering its present stockholders the privilege of subscribing to $4,000,000 3 year T per cent convertible bonds, dated February 26, 1925, due February 1, 1928. These bonds which acre to be issued in the denomina- tions of $100, $400, and $1,000, are exchangeable at the ‘en1 of three years into an equal amount of the company's common stock, now pay- ing dividends at the rate of 10 per cent per annum.
