Berlin, April 10.—The bulk of the editorial comment published in the Berlin newspapers today inclines to the opinion that the report of Briza- dier General Dawes' expert reparation commijttee constitutes a basis for ne- gotiations. Oniy in the isol i stances of the nationalistic or opposition to the recommendations voiced, and even there the familia ery of ‘“unacceptable” which greeted past plans is wholly lacking. Hugo Stinnes' Deutsche Allgemeine Zeitung declares it behooves the man government to give the report “ebjective and intensive tion.” Vorwaerts says its rejection would be a catastrophic piece of stu- pidity en which the “I'rench imperial- ists are unquestionably speculating. “The question which now confronts any German government, the socialist organ continues, “is: can it march into the Ruhr and drive out the French? It not, then there is only one path to freedom left us, and that in indicated in the experts’ report., The question ia merely whether the liberation of the oceupled territory shall be a complished by guns and payments.
