TIME HAS REALIZED GOV.'S PRI]PHEGW Sixty Years Shows That Execu-‘ tive Was Far Seeing Man Lewiston, Idaho, Jan. 23.—Sixty | years ago the first governor of Idaho | reviewed the 60 years that had pre- | ceded him in the |history of the United States, with particular refer- | e€nce to the Pacific Northwest, and made a prediction of what the suc- | ceeding 60 years would bring. The review and prediction were | riade by William H. Wallace and de- livered to the legislature of the newly | created territory of Idaho. The ter- torial capital was Lewiston, on the | site of which, at the confluence of the | Snake and Salmon rivers, Captain | Meriwether Lewis - and Lieutenant | Willlam Clark, officers jn the United States army, sent west by President Jefferson, had camped in 1804, The address by Governor Wallace, in 1864, cast back over the three score years since white men first had seen the spot on which it was de- livered, and told what he believed thg west might expect by 1924, With felicitations which might be quoted, from any ceremonious address, the territorial executive, with the signa- ture of Abraham Lincoln hardly dry on his certificate of appointment, be- gan his talk, “I congratulate you,” he told the legislators, “upon those indicatious of | rapid and permanent growth with | which we are surrounded. 1 “Sixty years ago little did President | Jefferson dream of what this country would be today, and much less did he | dream of what it will be 60 years| hen His listeners were a handful of | members of “the upper and lower | branches. Then shall the popula- tion of the mountain states be count. ed by the tens of millions and Tdaho | shall be one of the first of states” Remarkable was the accuracy of the vision of Governor Wallace in view of the fact that Lewiston, vir- tually the only settlement in the im- mense territory. which was then Tdaho, excluding placer camps of the mountains, had itself come into | heing merely as a trading post | through which were handled the sup- plies of the gold seckers, Governor Wallace considered him- | self an old resident of the coast re- gion. He had, after serving in the Town legislature and holding federal office as receiver of public moneys in Towa, traveled west to California and north in 1853 to the settiements of I'uget Sound. Tn the Indian wars of the fifties he had raised a company and command- ed it in campaigns in the Puyallup and Enogualmie valleys while young Lieutepant Philip Sheridan was punishing the redskins on the Naches and the Yakima. In 1861 a vacaney had occurred in the governorship of Washington territory and Wallace hiad been named to the place by | President Lincoln. His tenure was short, however, as he resigned to seek place as Washington's delegate to congress. When governor of Idaho he followed a similar course, and had | hardly compieted his hopeful aceount of the glories he foresaw for Idaho before he resigned as executive to wage a success/ul campaign for ldaho's delegateship to the mnational capital. Governor Wallace was 52 years old when he made his sixty-year review | and sixty-year prediction.
