OIL CONCLSSION Henry Mason Day Has Proposal to Make to Russian Government Moscow, Oct, 31.—Henry Mason Day, president of the International Barnsdall Corporation has left for Paris and New York with a proposal for the Russians that his company take over the development of big oil arcas near the Baku and Grosny fields. The proposal, according to Mr. Day, was submitted after more than.a month of negotiations.and far exceeds in magnitude the present Barnsdall contract, signed about a year ago. The Russians have been in practic- ally continuous session with various foreign oil representatives for the last month, but the negotiations have gen- erally been shrowded in scerecy. The details of the proposition made to Mr. Day have not been given out, but it is understood to be the first concrete offer by the Russians.
