The plan, introduced a short time ago by Judge Delbert O. Wilmeth, has resulted in a general let down in speeding throughout the city, according to police officers. Judge Wilmeth works on a scale. First offenders are fined a set amount for whatever speed they are convict- ed of having made, but do not have to pay if they relinguish their ma- chines for a certain number of days. For example, a person convicted of driving 26 miles an hour is fined $5 and costs. On payment of the costs and turning in his license plates and driver's certificate, the fine is sus- pended. New York, Oct. 1.—Every pastor of the Presbyterian Chuch in the U. 8. A., 10,000 in all, will recelve during the next two wecks coples of a new plan for organization of synods, pres- byterians and Consolidation. This is oné of the final steps in the reorgan- ization of the church which has been in process for three years, The plan proposes that each of the 301 presbyterians set up a presbyter- ial council, a standing committee on promotional program and field ac- tivities and standing committees on the work of each of the four new boards, forcign missions, national missions, Christian education and ministerial relief. For eagh of the 46 synods similar council And com- mittees are suggested. For each of the 10,000 Presbyterian churches a local church council is planned, to coordinate all the organi- zations and activities of the church, functioning under the session of the local church, and cooperating with the presbyterian committies.
