LEAGUE ASKS RULING AWants The Hague to Decide Whether Or Not Sovict-Finland Agreement Is a Binding One, Geneva, April 21, (By Associated Press).—The council of the league of nations has asked the international court of justice at The Hague to clarify the status of ecastern Karelia by deciding whether the peace treaty between the soviets and Finland signed at Dorpat on October 14, 1920, constitutes an international engage- ment of a nature requiring Russia to exccute articles ten and eleven re- garding the autonomy of the district. The counecil in this temporarily dis- posing of the question made it clear that the league has no power to com- pel the soviets to adopt any given course and cannot obligate itself to execute the court's decisions.
