Some noteworthy achieve- ments have been recorded and lead- ers in the livestock and meat indus- try declare the act has brought about friendly and better contacts between the packers, producers, exchanges, cooperatives, and stockyards comg [panies. One of the most striking develop- lments is the informal and promptly effective manner ‘in which most com- plaints are being settled. That phase of the work of the Packers and Stock- lvards administration, Mr. Wallace says, is the reason fér, as well as in- dicative of, the confidence placed in ts men by the various interests con. erned. ' The law, in operation since August 15, 1921, is designed to prevent and sorrect irregularities ahd abuses such s unfair, discriminatory, or deceptive practices, the control of prices, and unjust rates or charges in the live stock and meat industry of the coun- try. Under the direction of Chester [Morrill, assistant to the secretary of agriculture, the packers and stock- yards administration has been built _as a separate unit of the depart. pont of agriculture with divisions jhandling trade practice; rates, charges and registrations; audits and ccounts, economics and law. Live- tock market supervicors are main- ained at 19 principal stockyards. ‘hese supervisors visit others df the 60 stockyards under the jurisdiction of the secretary of agriculture. Ap- roximately 5,000 dealers, commis- fon firms and other market agencies t these 'vards are supervised by the hdminisfratio men. They re available every market day, ha 1 pmplaints right on the ground and nticipating them as far as possible, Nineteen formal complaints, the ast being the Armour-Morris merger ‘or which hearing is set for April 2, ad been docketed up to March 1. i"inal decisions have been handed fiown in six of these cases, and other Hecisions will be announced soon. Complaint by live stock producers gainst commission charges at a num- per of the large central markets, now n course of adjustment by arbitra- Hon through informal hearings, is the rst large casc to be determined in hat way since the law went into ef- fect. - The complainants and market pxchanges agreed to abide, without ppeal to the courts, by the award hich will be made by two of the ad- ministration's men. The agreement s characterized as one of the most ogressive stegs in the livestock in- [lustry in the last two decades. The public in general was benefited saction’ef the administration in a large packing company to ffue selling 15 ounces of but- artons designed to hold one Although labeled as contain- ing 15 ounces it was declared to be an unfair practice. Its discontinu- ance resulted in national organiza- tions indorsing the principle of stand- ard containers. ASSAILS EINSTEIN Captain See, U. 8. Ohserver, Says His pound. Theory Is Buncomb—Criticizes Lick Observatory Statement. “Vallejo, Calf, April 13, (By Asso- ciated Press).—Captain T. J. J. See, U. 8. N, astronomer at the Mare Island Navy Yard here in a statement denouncing Prof. Albert Einstein as an imitator and spreader eof unten- able theories expresses regret at the action of Dr. W. W. Campbell, di- rector of Lick observatory, in an- nouncing Wednesday that he had con- firmed the Einstein theory of relativ- ity in so far as it concerned the bending of star rays. Development of the photographs taken in Australia during a total eclipse of the sun by the expedition which Dr. Campbell headed, does not, in the opinion of Captain See form a basls for recognizing Einstein's rela- tivity. “I value highly the work of the Lick observatory,” said Captain See, “but I regret to see it issue statements to the press which lend support. to the discredited doctrine of relativity than which a greater plece of hum- buggery has not appeared in any age.” He asserted that the Einstein theory cannot be confirmed.
