Dispute Over Doherty William Doherty was nominated by Commissioner Lange but an objection to his appointment r hy Commissioner Jackson, who sald that no doubt he is an energetic young fellow but who felt he is not quite “mellow” enough from the point of gervice to be appointed to the regular force. Commissioner Jackson referred to an incident this past winter when Doherty exercised his authority and ordered a number of people into court for not having cleaned their side- walks, As Commissioner Jackson re-| marked the list of names he brought in was “as long as my arm."” | The commissioner felt that if Doherty had used his head in this sidewalk case he would have gone to each home and asked that the walks be cleaned and then if his order was| not adhered to he would have been justified in bringing the people into| court. | “Like a great many young fellows who put a uniform on, their chests| swell up and they have the idea flm(; the badge of authority should be used at all times,” Mr. Jackson said. | Commission Lange said that he| wished Policeman Doherty was doing| duty on the street on which he lived and a few sidewalks might have been shoveled this winter. Hart Speaks For Doherty Commissioner Jackson said that he did not want the board to feel that Poherty would not make a good po-| liceman because he said that he would. The commissioner did think | however, that he should serve as a| supernumerary for the next fow | months. Commi Lange then| asked Chief Hart if Doherty has been | serving on the regular force to which' the chief replied in the affirmative f'he commissioner felt that if he was good enough to serve on the regular force only as a supernumerary he| should he entitied to an appointment. | Chief Hart spoke in glowing terms of Doherty and said that he was a| ung fellow. He mantioned | that Doherty was the first on | soene at the time of the fur rob-| bery at Meshken's store on Mainj street over a year ago and at other| times he has provef to be plucky. | On motion of Commissioner Jack- gon the matter of appointing !\'ohf’r'_\': to the regular force tabled. { Olescavich Case i The report of the discipline com- mittee, consisting of Commissioners| Parker and Jackson, was read by the| clerk. The report stated that the| commissioners felt that the officers| involved in the Peter Olescavich case ghould be exonerated. The report stated that it was cvident that Oles-| cavich had refused to get out, of the | automobile when asked to and that even Olescavich could not tell wheth- | er or not he struck an officer first.| The report further stated that the of-| ficers acted in public interest in plac- | tng Olescavich under arrest, The report was adopted. The men exonerated are Sergeant Patrick Me- Avay and Patrolmen Maurice Flynn and Patrick O'Mara Reprimand For Lee. The commissioners in their report on the action of Supernumerary Mhomas l.ee suggested that he be reprimanded and fined three days' pay. This report wi 50 adopted by the board, The report stated that Tee had refused to obey the orders of his superior officers when he was told to be in court to testify in a liquor, casc. The report further stated that raid was made in a store on his beat while he was off duty, but he was or- dered to be in court by Chief Hart, who feit that he might know some- thing about the reputation of the place in question. | Commissioner lange felt that 1t would do him geod to get a lesson, and was in favor of adopting the re: ommendation as made by the disci- pline committee. The cabinet meeting until a late hour after the adverse division is said to have decided that the motion may again be submitted in view of the fact that as presented it contained the word “now". Thus, the ministers held the negative vote was binding only at the Tuesday evening sitting and therefore the speaker, perhaps on Thursday will be in a position to ac- cept another motion to quit the chair. The adverse majority of seven was returned in a sparsely attended ses- sion, Ordinarily such a motion Is carried as a question of routine pro- cedure and when it failed there was considerable excitement because of the uncertain position of the govern- ment., The vote came after a ques- tion of salaries paid to former serv- ice men now in the civil service had been raised. The labor leaders, criti- cal of the government's stand op- posed the motion that the speaker leave the chair to permit a discus- sion of the estimates. The balloting showed a vote of 145 to 138.
