Phlladelphia, Nov, 15, —With mes- sages of cofgratulation, adulation and encouragement pouring in from every corner of the globe, delegates to the eleventh world's convention of the Women's Christlan Temperance Union expressed confidence that internation- al prohibition will be achleved not many years hence as they began the closing sessions today. Delegates from Beotland and Germany brought mes- sages to the convention that even those countries, generally regarded as firmly opposed to dry legislation, soon would prohibit the sale of intoxicat- ing liquors, MEXICO-U. S, PACT One Will Seek to Stop Revolts and Other to Put an End to Border Smuggling. El Paso, Texas, Nov. 15— Agree. ment has been reached, it was an- nounced here today, whereby officlals representing practically every depart- ment of the United States government in El Paso, and Mexican government officlals in Juarez, will co-operate to check crime among the border, the smuggling of liquor and drugs into this city and to suppress revolts in Mexico. Inauguration of a telephone system between Mexican river guards anfl customs men on this side is a part of the plan to stop smuggling. Americans will help prevent revolts in Mexico by informing Mexican authorities of ship- ments of arms and munitions and watching more closely for revolution- ary movements, INVESTIGATE FATALITY Air Tragedy at Logan Field Yester- day is Subject of Formal Probe by Officials. Baltimore, Md., Nov. 15.—Two sepa.- rate investigations growing out of the alrplane accident at Logan field, near here yesterday, in which Lieut. Edwin G. Shrader of Iowa City, Iowa, pilot of a de Haviland 4, was killed, and ‘his passenger, Lieut. Francis A. March 3rd, of Easton, Pa., was slightly in- Jured, were begun today to determine responsibility for: the crash. The plane fell to the ground from an alti- tude of about 50 feet. The body of Lieut. Shrader, who was 27 years of age, was sent to his ‘home today-for burial. It was escort- ed by Captain H. E. Potter, adjutant of Fort Howard. Crowley was riding on the bolster of a farm wagon and was thrown when the horses left the road. His skull was crushed and it was belleved one of the horses trampled on him, He dled in the house of Addison Mills, yvithout having regain- ed consclousness, He {s survived by his parents, Mr. and Mrs. Jeremiah Crowley of this town and six brothers and three sisters. Herbert Brown Going to Py e s Rejoin Wife in England Herbert Brown of Linwood street resigned his position with North & Judd Mtg Co. today and will sail scon for England to join Mrs. Brown, who has been in London for the past 14 months in the interest of her health. Mr. Brown has been a resi- dent of New Britain for about 2§ years and has a wide circle of ac- quaintances and friends. He was for- merly employed by P. & F. Corbin and the Corbin S8crew Corporation, If Mrs. Brown's health will permit, he expects to return to America in the spring. WOOLWINE TO FIGHT Los Angeles District Attorney Resents Charge of Inefliciency Los Angeles, Nov. 15.—A dozen clergymen reported to be supporting a movement intended to effect the recall of district attorney Thomas Lee Woolwine were expected to ap- ‘pear before the county grand jury to- day in response to summonses issued by Mr. Woolwine to explain assertions credited to him that laws were not being enforced. Mr. Woolwine, who was defeated as democratic candidate for governor, had announced yesterday that he planned to resign. Later, however, he said he had changed hie mind on hearing that a movement was on foot to oust him. BARRY COUNCIL TO MEET. There 1s no dispute when “An Ob. server” speaks of minor Poland but when it comes to Ukrainian Gallcla the writer must have a very limited, it any, knowledge of, not to say [Jk- rainian, but Polish history and geo- graphy. Ukrainian Galicia, that is to say, the country situated between the San and Visloka rivers on the west and the Zbruch on the east, |8 ethnogra- phically and historically a Ukrainian territory, in which the Poles, as con. firmed by Polish statisticlans, scien- tists and geographers (Prof, Buzek, Prof. Romer, Prof, Pilat), form to- gether with the Jews, an altogether insignificant minority, This country was, up to the middle of the sixteenth century, an independent Ukralnian state, first a principality and then a kingdom, with successive capitals in Peremishl, Halich and Lvly (Lem- berg). Even after its conquest by Pol- ish king Casimir, It formed in the kingdom of Poland a separate unit under the name of the Ruthenian Palatinate, The Ukrainian people of Galicia never consented to the annexation of this territory to the kingdom of Po- land; on the contrary, they struggled ceaselessly to overthrow Polish op- pression until Galicia was Incorpor- ated with Austria. The dynasty of the Hapsburgs, to satlsfy the desire of the Polish nobility, established an artificlal supremacy in favor of the Polish minority over Ukrainian ma- jority, and this is the reason why the Ukrainian people have been de- livered to the Poles. When, at the end of October, 1918, the Austro-Hungarian edifice was crumbling to the ground, the Ukrain- ians established their own state in accordance with the principle of the self-determination of peoples. This state they called the West Ukrainian Republic ig order to distinguish it from the [™rainian People's Repub- lie, which was established in 1917, on the Ukrainian territories of former Russia. The functioning of the Uk- rainian government in Galicla was confirmed by the commission sent by American peace delegation in the spring of 1919, to investigate and re- port conditions in Galicia. Unfortunately, the new Polish state, ism, launched a predatory campalgn against non-Polish territgries to the east, and already in November, 1918, fnvaded east Gallcla, The Ukrainian population of the country, supported by the Jews, defended their freedom herolcally for elght months and lost the struggle only bhecause they were attacked at the same time by the Russian bolsheviki. Poland maintained her foothold in Ukrainlan Galiela only by virtue of executions, hangings and the arrest and internment of over a quarter of a million energetic Individuals, who are being tortured to death in intern- ment camps and prisons.
