QUEBEC ASSEMBLY WILL JAIL EDITOR Finds Him Guilty of Libeling Mem. bers and Rushes Bill Fixing Prison Term. . Quebec, Nov. §~—John H. Roberts, editor of a weekly paper published in ontreal and called The Axe, was terday found, guilty by the legis- lative assembly of the ' province of having intringed the privileges, honor and dignity of the legislature inas. much as in an article in his paper he statéd that two members of the legis- lature were implicated in the murder of Blanche Garheau, a2 young Quebec girl, in the City of Quebec in 1920. Roberts was summoned before the bar of the house last week and . .or- dered to name the two members he meant. He refulied to do so and was detained ‘in, the custody of the ser- geant-at-arms, Yesterday the assem- bly declared him gullty and orderad' detained until he could be punished. Premier Taschereau promply intro- duced a bill providing for his im- prisonment, The bill had a first read- ing, and was held over until today for second and, possibly, third reading. It will then have to be passed by the upper chamber, the legislative coun- cfl, and sanctioned by the lieutenant. governor, when it will become law, and Roberts will go to jai! for the length of time provided in the bill. What this is has not been disclosed, but it is understood that the term to be imposed is 12 months. This is the first time in Canadian parliamentary history that such a course has been resorted to. Never before has a man been sent to jail by act of legislature, though there are British parliamentary precedents. The assergbly could have detained Roberts unti! the end of the session without passing ‘a2 law, but this would mean only two month# or so, and a more stern punishment was deemed advis- able.
