Outerbridge, chair-| man of the Port of New,York Au- thority, in an address prepared for| the annual convention of the Ameri-| can As ion of Port Authorities| now in session here. | | f ointing out that the Port of New York area comprises approx- |1 800 miles of shore front; con- | tains a population of §000,000, and| produces manufactures exceeding in| value 10 per cent of all the manu- factured products of the entire Unit- ed States, Mr. Outerbridge said: “We have a comprehensive plan that has been accepted by the states| | of New York 1 New Jersey and | approved by Congress and the presi- | dent. It was first approved by all the| | commercial and most of the munici-| | pal bodies in the port district. “This plan, in brief outline, con- templates a circular belt line rail-| way crossing and connecting all| | trunk lines at points about half way ! between the center and the outer boundaries of the port district. As | part of this belt line there is to be a tunnel under the Upper Bay from Greenville on the New Jersey shore to Bay Ridge on the Long Island shore, thus connecting the nine trunk lines on the western side of the port woth the three on the eastern side. ““Waterfront belt {lnes are also planned wherever industrial and ship- ping terminal sites promise tonnage sufficient to support them. Classifi- cation yards and consolidation points| at suitable locations for lighterage stations are planned to save the great | waste now incurred through dupli- cation of effort and inefficvient use of | equipment by 12 systems operating | individually. | “Ultimately direct transfer from | railroad car to ship and vice versa | on all bulk cargoes is expected to be brought about, and when guitable terminals have been constructed much | general cargo originating at or des-| tined o interior points may be so| handled at a minimum expense.” | In discussing the need of securing | general support of such a program, | Mr. Outerbridge said: “Even the Federal government thought the Port of New York so well | found in channels and deep water [ approach that until a few vears ago though nearly 50 per cent of the Fed- eral revenues werc collectd at this| port, not more than two per cent of | the total Federal appropriations for rivers and harbors had been expend- ed here.” [ It is believed that paper pulp can be made from corncobs, according to chemists.
