Second Section GERMAN PAPERS MAY CEASE SOON Tncreased Costs Causes Crisis for Publishers. Washington, August 25.—(By the Assoclated Press) —- German papers | are facing extermination, according to a report to the commerce depart- ment today from Commercial At- tache Herring at Berlin. Enormous- ly increased cost of operation, he sald, together with the impossibility of increasing subscription and ad- vertising rates .proportionately have brought about a crisis in the German mewspaper world and * already 177 mewspapers have closed down their plants permanently. ‘Wages Increase. Printers’ wages, the attache re- ported, have increased about 2,100 per cent over the pre-war levels, the price of newsprsint paper has ad- vanced more than 800 per cent, the cost of machinery, printers’ ink and other supplles has jumped abo.t 40 times over prewar rates and - great increase in the postal, telephone and telegraph service has severely affect- ed the publishers, On the other hand, he said, the subscription price of German news- papers has had an average increase of only about 1,900 per cent while it has been impossible to advance ad- vertising rates to compensate for pres- ent operating costs without affecting the volume of business. Tax Reduction. The suggestion has been made that the government reduce taxation af- fecting newspaper costs or that the press be subsidized through the min- ister of education to prevent the de- trimental effct upon the nation of the loss of an active and efficient press service. “It is, of course, difficult,”” Mr. Herring sald. ‘“for German news- papers to maintain an adequate for- eign staff, particularly in high e%- change countries. Unless the condi- tions improve, the German people may eventually become largely de- pendent upon the foreign news serv- fces of the entente and other for- eign countries for their international news."” PREVENT BLINDNESS National Committee Appeals to School Teachers to Co- operate in work of Saving Eyesight New York, Ang. 25—Fifty thou- sand Americans are blind who need never have lost their sight, asserts the national committee for the pre- vention of blindness in an appeal to Normal schools, teachers’ colleges and universities, asking their co-operation in spreading the doctrine of sight con- servation in their health and educa- tion courses. There are 17 topics, all relating to the conservation of vision, which should be included in any cqurse on general health education, the com- mittee points out. This course, with study periods and practice classes, should have a recognized place in the curriculum of schools, and students who qualify should be accorded ade- quate credits, it is held.
