TAKE YOUR PICK One Report Is of Lenines Death; Other of His Recovery London, July 18, (By Assoclated Press) —An Exchange Telegraph dis- patch from Stockholm today quotes the Riga correspondent for the Sven- ska, Dagbladet as smying he has been reliably informed that Premier Lenine of séviet Russia has been murdered The correspondent says it is ‘het lleved the soviet premier was pois- oned on a train' while journeying to a Caucasian bathing resort. According to the correspondent’'s informant the assassination sentatives of radical communists now in power in Moscow. The Dagbiadet's correspondent says the Btockholm dispatch was informed that Premier Lenine's body was thrown i{hto a river ‘early on the morning of July third. The premier's body was said to have been thrown from a * train while crossing the bridge over the river Don at Rostov. According to the message, one of Premier Lenine’s attendants, a mem- ber of the executive committes of the third internationale is reported as an accomplice in the assassination impersonating the soviet premier at a bathing resort. Tells of Improvement. Moscow, July 18, (By Associated Press).—Leo Kameneff, president of the Moscow soviet upon returning to- day from a visit to Premier Lenine told the correspondent that the premier was so improved in health that it was only a matter of a few weeks until his health would be fully re-established. “You would. hardly know he had been i1l said M. Kaneneff, ‘there is so little difference between his ap- pearance now, and before his illness. “The doctors now permit him to receive visitors evary other day. News of his recovery has been a most un- pleasant surprise tc those foreign journals which several times have had him dead.” OILINTERESTS ASK GOVT. PROTECTION Veneznela Congress ~Considers Passage of Legislation cels of 200 hectares each, Caracas, Julyl 8 —The ofl industry is greatly interested in the passage by the Veneruelan congress of a new pe- troleum law which is said to be more favorable than any previous similar law of this country, and to afford more workable conditions than any Latin-American law governing pe- troleum development. Concessions for exploration are se- cured from the government in zones of 10,000 hectares each, for a period of three years 4nd for payment of two cents per hectare as a tax. Within this period the contractor has the right to select up to one-half of each zone for exploitation. There is prac- tically no Umit to the amount of acreage allowed to one contractor, al- though. there is a nominal limit of 300,000 hectares for exploration and one-half this amount for exploitation Above these amounts the financial] ability of the purchaser governs. The exploitation period is 40 years instead of 30 years as formerly. Anm initial tax of two bolivars per hec- tare or 16 cents per acre is payable at the beginning of the exploitation period, and annual rentals of two bolivars per hectare are collected for the first three years, four bolivars per hectare for the succeed- ing 27 years and flve bolivars per hectare for the remaining’10 yéars of exploitation. Formerly the contractor was obliged to select his quota of acreage in par- in check- erboard fashion, leaving an equal area as a national reserve. Under the new law the parcels are of 500 hectares or 1,235 acres each and these may be grouped as desired. The government receives 10 percent royalty except in areas 200 or more kilometers distant from the sea or from Lake Maracaibo, or in areas south of the Andes, the production from which paye only seven and one- half percent. rovalty. In similar areas taxes are reduced to one-half In former laws the contractor was obliged to deposit a guarantee amount- ing to as much as $1 per hectare to insure complance with the terms of his contract, but no such guarantees are now required. Former contracts may be adapted to the new law simply by announce- ment of the fact to the ministry of Fomento. It is probable that most of the companies and individuals now holding such former contracts will choose to operate under the new and more favorable code It was the intention of the Vene- zuelan authorities to create a law that would be practical and sufficiently at- tractive to stimulate the development of this important branch of the na. tional resources. That they have suc- ceeded is evidenced by the interest be- ing shown not only by the oil com- panies already operating, but by the increasing number of representatives of petroleum interests now investigat- ing conditions in this country.
