The Hague, June 16.—The Hague conference, in the absence of the dominating political figures who guid- ed the courses of the international ) ) o ) Hosiery gatherings at Genoa and Washington seems destined to bring into the lime light another and younger group of leaders as representing the great powers. They include Sir Philip LwWyd- Grame of England, M. Benoist, France; Baron Avezzano, Italy; M. Sato, Japan; M. Cattier, Belgium, and M. Van Karnebeek, Holland, and al- ready they have begun their efforts to shape the course of the conference. At their initial priavte meeting last night they decided upon the scheme of a main Russian commission with three sub-committees which would | give detailed study to the technical questions of credits, debts and treat- ment of private property owned by foreigners in Russia, which must later be negotiated with the Russians. The details of this project were to be sub- mitted to today's session of the con- ference. It provides that each sub-commis- sion shall consist of 11 members, in- chrding one each from the visiting powers, Great Britain, France, Italy and Japan, together with Holland. LANSHEN ADHIT Rrrested in Chicago, Claim They Tried to Avenge Girl Chicago, June 16.—Capturad while speeding at the rate of sixty-eight miles an hour early yesterday, three men were taken to the Chicago De- tective Bureau, where one of them told a remarkable tale in explanation of the presence of two revolvers and a cat-o’-nine-tails in their automobile. The man who told the story is Wil- liam W. Newman, a member of the Ku Klux Klan. His companions gave the names of A. Umbach and Frank H. Pascolini, all of Chicago. Newman said he and the others had been to Morris, Ill., to administer a lashing to a doctor whom he charged with mistreating a girl, and were returning to Chicago. According to Newman's story, the three men were acting on a complaint in a letter from a man named Philip Kohl, who runs a store at Morris, |that a 19-year-old girl was working !in his store who had been mistreated ‘hy Dr. William A. Muttera. They declared their visit to Morris | was the last of four recent night trips there, during each of which they failed in attempts to attack Dr. Mut- tera, a chiropractor. The physician in Morris denied the charges, declaring their attacks had nothing to do with his treatment of young women, but were an attempt to drive him out of business. “Abou' six weeks ago I vegan re- ceiving letters signed ‘Ku Klux Klan,’' lordering me to quit my chiropractic and leave Morris, under threats of being horsewhipped or otherwise mis- treated if I failed to comply aid Dr. Muttera. *“I notified the | anu- thorities and they made investiga- tions, but failed to disclose the iden- tity of the letter writer, “Late last night, as I was leaving a dance, T was trailed by an automo- bile containing three men.
