Tien Tsin, May 25— (By Agsociated Press) — A pessimistic view of the situation at Shantanhien is given by a British obsérver who returned today from a visii there, Chang Tso-Lin, he reports, has arbitrarily seized 300 coal cars from the Kailan mine yard at Chinwangtao and is reported to be threatening to burn them and other railway equipment if he is further at- tacked by Wu Pei-Fu's forces. As the railway and equipment form the security for British and Japanese loans this threat involves important foreign interests 1) Chang's soldiers are getting out of hand, according to current advices, They have dislodged the entire rail- way staff at Shanhaikwan and grave anxiety is felt regarding foreign prop- erty at Peitaiho, a seaside resort near Chinwangtao.
