MEETS AGAIN SOON Sessions, Previous to July 13, to Discuss Palestine tvery fo Booth’s Blook Geneva, May 17. — (My Assoclated Press)—The council of the league of nations decided today to hold a spe- clal meeting not later than July 15 to consider the qucstion of approving the RBritish mandate for Paleatine. The decision was taken on request of the Earl of Balfour. He first asked for a meeting within six weeks to act on the mandate but Leon Bourgeoise for France and Marquis Imperiali for Italy objected. Lord Balfour, in a speech before the council said Great Britain was greatly disappointed that the present session had failed to register the league's consent to the terms of the mandaté which the allied powers had long ago agreed upon. It has been the opposition of the French and Italian represenfitives which has blocked the measure while the Vati- can is reported to have expressed fears that religious interests in the Holy Land would not be properly safeguarded under the terms pre. viously laid down. Lord Balfour pointed out to the council members that their refusal to consider the mandate did not mean that the allied policy regarding man- dates was endangered. Those who hoped and those who feared that the Palestine mandate was placed in jeo- pariy by the opposition manifested were mistaken he declared. The council could not change the decision of the allies on the mandate he re- minded the members. In some quarters, continues Tord Balfour, it was feared the Rritish mandate might affect some religious organizations unfavorably. Great Dritain was amazed, he said, that such a baseless view should be ex- pressed over the transfer of Palestine from a Mohammedan to a Christian power. No country had been moye liberal than Great Britain in dealing with re- ligious fecling in its territories, de- clared Lord Balfour and in no coun- try had Catholics received fairer treat- ment than in England. All Great Brit- ain would do in Palestine would be done in the full noonday sun of pub- lic opinion. . Palestine, continued Lord Balfour would be no financial asset to Great Britain. 17urthermore the country needed money to make itself support- ing and the delay over the mandate was seriously embarrassing the admin- istration by discouraging those who might deésire to extend loans. Genoa Is Anxiously Awaiting Re- sult of Today's Session Genoa, May 17. — (By Associated Press) — The attitude of the Russians at today's session of the political sub- commission of the Genoa conference will have a rveat influence on the plans for the proposéd meeting of The Hague to discuss the Russian situa- tion. TIf they should be recalcitrant and inclined to make even wider de- mands than heretofore the French delegates say it will be almost im- possible to persuade their government to participate at The Hague. 1t is believgd here that the bearing of the Russians may also have a de- cided effcct on the attitude of the United States as Secretary Hughes’ declination of the invitation to attend the Hague meeting is not regarded as final by the British and other delega- tions. Mr. Liloyd George stated yes- terday that he still hoped to induce the United States to participate and the leaders of the Genoa conference are planning further correspomdence with Washington. When the explanation that the note leaves the door open for further con- versations given out at the White House was received sincere satisfac- tion was expressed by all the delega- tions.
