GITY SPENDS BUT 28 GENTS A CGHILD Per Year for Hygiene Instruction ~-Dental Clinic Notes The city of New Britain spends only 28 cents a year for the health education of a school child, and 96 per cent of the children in the first five grades have decayed teeth, is the report made by the New Britain dental society and Dr. Harry Protass, the part time dentist hired by the clinic, following an inspection. The report was made to Dr. Frank Zwick this morning and will be submitted to a meeting of the health board this afternoon. 96 Per Cent Defective. The ' committee examined 5,036 children within the past month and found that in 4,803 children, approx- imately 96 per cent, there were teeth cavities. The total number of cav- ities found among the 5,036 children is 30,964. The committee found that less than 600, in fact only 590, chil- dren out of the whole 5,036 had clean mouths or seemed to show any inti- mate knowledge of the use of a tooth brush, i “The Old Family Toothbrush.” T.ess than 26 per cent, according to figures now being compiled, admitted to a systematic or habitual use of a tooth brush. One little girl told a local dentist that in her home they had one tooth brush. One wegk her father used it, next week her mother -uged it, and so on until each member of the family had a turn, then father would start all over again. “The finest way in the world to spread in- fection,” sald Dr. Frank Zwick, chair- man of the health board. Health Education Necessary. It is just as necessary for a child to have an education along health lines to preserve its health as it is to give it a mental education. Children are helpless without health. The city of New Britain today is not doing a thing along health lines. The purpose of the board of health is to prevent difease and sickness and in preventing disease and sickness it is very necessary that the children of this city should be educated along health matters. One of the best ways we have to educate the children on health matters is through dental hy- glene work. Dangers of Bad Teeth. Because 99 per cent of the ponf»fl‘ have diseased teeth and we know that | most of our diseases go through the mouth, therefore, if the proper sani- tary instruction is given in reference to the gateway of infection—the mouth—and the proper dietetic in- struction to preserve the body of the child, the child will have a good foun- dation for its life work. We have such diseases going through the mouths as tuberculosis, diphtheria, scarlet fever, whooping cough, small- pox, chicken-pox, typhoid and malaria fevers and hundreds of other intes- tinal and infectious discases. The teaching will cover the person- al cleanliness of the child as to hands and face, shoes, neck, body and mouth. One important thing will be the brushing of the teeth four times a day and every day. Further than personal cleanliness, the child is taugnt as to what food should be taken, which foods are pro- ductive of good health and sound teeth and which foods are harmful. The hygienist will help the child to brush its teeth and also sec that the child is provided with a tooth Brush. Ask $6,000 For Work.* The health board has included in its 1922 budget the sum of $6,000 to carry on the dental clinic work in the schools of this cit; This will mean the continuance of a part time dentist and the engaging of two den- Jtal hygienists in addition to Miss Jen- nie Shaver, who already is on the job. The entire method of instruction in the schools will be based upon the theory, “A clean tooth never decays.” In comparing some figures he has procured for the information of the health board and school authorities Dr. Zwick shows that while New Britain is spending only 28 cents an- nually per child for health instruc- tion, New Haven is spending 98¢, Greenwich $1.70, Waterbury $1.07, Hartford 87c and Manchester 79c. “With the cosmopolitan population we have in New Britain,” said Dr. Zwick, “we should spend more than any other city in the staté for edu- cation in health and sanitation.” Dr. B. L. (By sociated Press)-—Nineteen million persons are suffering intensely for want of food in Russia, and 15,000,000 will c tainly die unless succored, Dr. Iridtjof Nansen told the League of Nations in- ternational committee on relief in Russia here yesterday. Dr. Nansen said he was dissatisfied with the way in which the Rus acted under the agreement signed on August 27, the transportation situa- tion especially leaving much to be de- sired. In giving the new details of the sit- uation in Russia, he declared that the total population affected w 33,000,- 000.
