VOWS T0 RESTORE PUBLIG ORDER SO0 New Premler_ of Portugal As- sumes His Office Lisbon, Jan, 26.—~Cunha Leal, the new premier of Portugal who assumed ofMce about the middle of December, has vowed that he will restore public order in the country and pledged his honor to bring to justice the assassins of former Premier Granjo and several other statesmen murdered In the Oc. tober revolution, { He is taking energetic measures to keep these revolutionary elements in control, Bveral military and naval officers have been sent from Lisbon to the provinces in punishment for tak- ing part in political meetings of civ- illans, The new premier has appointed as clvillan governor of Lisbon Lieutenant Agatao Lanca, a naval officer who had declared that he would not wear his uniform again until justice had been done to the assassins of Granjo. Premier Leal had made a similar vow shortly after ghe assassinations. His accession to power was brought about within 24 hours after the pre- vious ministry had fallen and was at- tended by the dramatic incidents, The alr was thick with rumors of ap- proaching revolutionary events, A cabinet of the extremist elements al- ready had been formed and was ready to leap into power. The newspaprs state that his choice as premier saved the country from a civil war, When it became known that lLeal was forming a cabinet all the ex- tremist elements concerned in the rev- olution in October last, including sol- diers, sailors, civil revolutionaries and some officers met and sent emissaries to the president warning him that they would not accept Leal's cabinet and demanding that Mesquita de Car- valho be made premier. When they learned that they were too late fur- fous speeches and grave threats were delivered at a revolutionary .club and promises were made that the revolu- tionary program would be carried out at whatever cost. On assuming power, Premier Teal declared that he would “‘quash all agi- tators and those who commit fresh crimes as if they were venomous rep- tiles,”” He promised that all his ef- forts would be directed to enforce or- der and lessen the grave economical and financlal situation in Portugal. He declared that the men who had urged him to accept the office feared that the continuation of disorder in Portugal would bring about foreign intervention. The premier said. he realized that his life was endangered but to refuse to accept the office would have been an act of cowardice. Premier Leal's task was complicat- ed by a meeting held outside the cap- ital of members of the parliament which was dissolved at the time of the October revolution who presented to the government a demand that they be convoked in a new parliament in Lisbon. This Leal refused to do. CRAZE IN GERMANY CAUSES BANKRUPTCY Thousand of Speculators in Foreign Country Are Losers—Many Wealthy Men Included. Berlin, Jan. 24.—Thousands of Ger- mans have been bankrupted by the recent craze for speculating in the stock market. The losers were not limited to wage earners and profes- sional men with inadequate incomes but included many comparatively wealthy men. The workmen and professional men claim that speculation is not a vice put a necessity for men whose income are 3,000 marks a month or less. They say they “plunged” in the market in the hope of being able to win enough to pay their bills and to buy cloth- ing for themselves or a dress for their wives. ¢ Some of those who lost their earn- ings in this way have disappeared from their positions. Others are mak- ing the round of their acquaintances in an effort to borrow and the re- mainder are stolidly facing debts which they cannot hope to pay. Grocers and butchers generally have closed all credit accounts. One of the speculators who lost his monthly salary of 2,000 marks in stock market speculation said: } “We have to gamble.
