STATE COMMANDER BLAMES POLITIC (Continued from First Pazo)' ,-With the state commander which was productive of very strong expressions of opinion on the part of the latter who wasted no words in attempting to portray matters as they are sup- posed to be. Administration of the state fund would form a very strong factor . for the political party which controlled it and Mr. Butterworth, al- though of tho party, is not of the clique within the party which is fight- ing. for the ascendancy. Senator Seymour was the guest of honor of the local post last evening, being previously entertained at dinner by some of his New Britain friends. ‘The greater part of his talk concern- ed the five-fold bonus plan now being considered by the government. He ‘sald that it was far from being a *‘cash grab” proposition, explaining that, as he understood it, the insur- ance, land and vocational training clauses were the most attractive Atems. “ ‘'WHen the speakér touched upon the state fund there was a buzz of excitement among the 100 or more vets present. He said that it first ap- péared ds though the “tiit"” over the salary question was a personal mat- ter between Treasurer Butterworth and State Comptroller Harvey Bissell. After making a resume of the situa- tion up to the present time he then stated that it seemed that there were other reasons than mere personali- ties for the argument, reasons ‘'much deeper seated. One of the basic causes for the argument, in the speaker’s be- lief, was a move on the part of a political clique to test the strength of the ex-servicemen's organization, namely the Legion. He appealed to his brother members of the Legion to stick together and to fight oft the at- tempt to control the body. At this point' James McKenna got the floor, asking a number of ques- tions and making several remarks, some of them apart from the subject under discussion. Commander Sey- mour pointed out and stated that Me- Kenna was in error in some of his statenients, notably one in which he made the remark that Miss Walsh, a stenographer in Butterworth's head- quarters had not been paid. She has been paid a certain amount from the state fund; she has not been paid an- other amount which is supposed to be paid from Legion headquarters and for which funds were temporarily lacking. To state that she has not been paid at all is a misrepresenta- tion, he said. After several more words it was moved to vote upon the question of endorsing the state executive commit- tee action in sustaining Butterworth against the individuals who would oust him and who have secured an injunction against his receiving pay. The vote proved to the entire satis- faction of the chair that the local exe- cutive committee had the hearty sup- port of the Eddy-Glover post in its action to sustain the state executive committee. Lieut.-Col. George Catlin, com- mander of the local R. O. T. C. at the High school addressed the gath- ering for a few moments, touching upon his work at the High sachool. Cesarae Carrera, former foreign sec- retary, and prominent political leader, declared in an interview: “The success of President Hard- ing’'s action will be valuable for Ecua- dorean interests, owing to the similar- ity of Chile’s and Ecuador's divergen- cies with Peru.” It is believed here that President Harding's action forecasts a settle- ment of all South American border questions, i ~ Santiago, Chile, Jan. 21.—(By As- sociated Press)—Acceptance by both Chile and Peru: of the United States government's invitation for them to send representatives to Washington in an attempt to reach an agreement regarding execution of the unfulfilled clauses of the treaty of Ancon has revived interest here in the negotia- tions begun several weeks ago, when Chile Invited Peru to participate in a plebiscite to determine the sovereign- ty of the provinces of Tacna and Ari- ca. A series of notes were exchanged by the two countries, outlining their views in the 40 years' controversy. The diplomatic exchanges were brok- en off when Chili charged Peru with peremptorily refusing fl‘e invitation to a plebiscite and with rejecting ar- bitration to fix the form of such an clection. Peru took the stand that the plebiécite clause was not the only one in the treaty of 1888 which had not been fuifilled and suggested an appeal to an arbitrator as to whether the treaty had been violated and how such violations could be made amends for.
