Farnam in making his annual report to the Conunecticut Civil Service Reform as- sociation, He said that in Connecticut “an influential group has ever since the elections of 1914 tried to under- mine the merit system, and the re- publican landslide of 1920 gave them the opportunity. “The defeat does not mean that the republican parly is opposed to the reform” said Mr. Farnam, “nor does it mean that the republicans in Con- necticut are spoilsmen xxx New Lon- don has adopted the city manager plan and as this universally involves the merit system the present mayor of that city, Mr. L.
