FREEDOM OF SEAS MEANS WORLD PEACE| Diplomatic Rmew Names Several| Principals Necessary Tokio, Oct. 28.—The diplomatic Review in its September number re- ferring to the Washington conférence, declares that the following principles are essential to ensyre the peace of the world on a lasting basis: ' That difference of race, religion or nationality shall not be permitted to obstruct or interfere with the freedom of emizration, and a guarantee to that effect shall be given by the powers; That no. cause or reason shall be permitted to stop or interfere with free and unhindered transportation of supplies and raw material; but that economic barriers snall be removed ard trade and commerce placed on a basis of equality, fairness and non- discrimination; That the freedom of the seas shall be guaranteed in times of peace or war, provided the act is not criminal; That international conference or negotiations, whether preliminary or formal, shall be opened to the pub- lic; That an undeystanding shall be ar- rived at among the powers to set a standard of limitation for armament with respect to the extent of dowinion or territory to be governed by one and the same sovereign power; That such colonfes or dependencies capable of being independent shall have the power of administration either given or restored to them; That the armaments of the powers shalt be simultaneously removed and the storage of a supply of ammuni- tions of war of any torm or kind shall ba forbidden; It the powers agreement is ‘securod on those broad principles nothing more need be arranged or agreed to in en- suring the peace ot the world. The editor,” however, is not sure of this and proposes the following which he is inclined to think is more practic- -able; Armaments of any kind on the Pa- cific shall be removed. The fortifica- tions of Guam, Hawali and the like, which prove to be a menace to the security in the Pacific and the Far East shall be removed, Japan being expected to do the same. The armaments not included in the above shall be brought to the standard of strength that existed prior to the beginning of 1913, the powers being expected - simultaneously to reduce thesé armaments to the above men- tioned level and standard. Boston, Oct, 28.—Motor buses run on railroad tracks are to be tried as a sub- stitute for steam trains on branch lines of the New York, New Haven and Hartford rallroad system. The first lot of the gasoline-driven buses are to be delivered early next'year. Railroad officials said there were sev- eral ‘‘dead end” branches where the expense of operating steam Llrains was out of proportion to the traffic and that they believed the buses would solve the problem of keeping costs within income. Among the lines being considered are branches between Tremont and Fair haven, Mass., and between Wickford and Wickford Jet., Rhode Island, The bus to be used is described as about 35 feet long, with seats for 40 passengers, and a baggage compart- ment. It will be operated by one man.
