French Army Quartermaster on Same Ship With Budget Director Dawes. New York, Oct. 24.—Quartermaster Gen. Charles Payot of the French army was a passenger on the steam- ship Lorraine arriving today, to at- tend a meeting of the military board of allied supply at which a report of the board’s work during the war will be completed. Brig. Gen. Charles G. Dawes, di- rector qf budget, who was American representative on the board during the war headed a committee that went down the bay on a navy cutter to greet Gen. Payot at Quarantine, and bring him ashore for a civic welcome. MARINE SHOOTS COMRADE. Boston, Oct. 24 —Quincy O. Rouden of Panama City, ¥la., a Marine Corps private at the Navy Yard, died yester- day from a bullet wound. Naval auth- orities said that Richard Wiesenfleld, also a marine, who was arrested, had reported that he shot Rouden as he lay asleep in the barracks last night. He gave no reason.
