FiXaes ICOALITION GOV IS | | PLAN OF SPANISH Wonservatives Will Have Tmpor- ' tant Posts in Cabinet Madrid, Kug. 13.—(By Associated )—Plans for the formation of a Innemary coalition government, in the mfajority of the ministers “fl be drawn from the conservative y are being formulated by Anftonio ura, who was early this'week asked by King Alfonzo. to head a new Span- ish government. New Budget Essential, As soon as the cabinet is formed it expected the Spanish parliament will be called for an immediate session for the purpose of passing a new Budget. Reports from Melilla, Morocco, where Moorish tribesmen have been carrying on an aggressive warfare against Span- ish forces would seem to indicate optim- ism on the part of the Spanish com- mand. It is asserted that the tribes- men are deserting in large numbers and that the bombardment of Spanish posi- tions on Mount Arruit, where Gen. Na- varro and his troops were surrounded, was directed by Spanish prisoners who fired upon their comrades when threat- ened. by the rebels. ¢ Held for Ransom. Negotiations for ‘the ' liberation of Spanish prisoners taken by the Moors are proceeding. Gen. Navarro's free- dom is especially sought, but the Moors are demanding a large sum for his ran- som. It is said that more than 3,000 soldiers have already been set free by the Moors following the payment of money by the Spaniards but it is believ- ed many more prisoners are still in the hands of tribes in’the interior of Mor- occo.
