Toklo, March 28.—The whole city of Toklo, was imperiled Saturday night by the greatest fire with which it has been vizited In a decade The conflagration destroyed 1,000 houses in the Yotsuya district, in the northwestern part of the city, involv- ing a loss estimated at 25,000,000 yen (normally about $12,500,000.) Thou- sands of persons were made homeless and 133 persons were injured. The burned buildings included three hos- pituls, a bank and several large busi- ness houses. For four hours during the night a violent, biting wind drove the flames in the direction of the heart of the city, causing a panic among the population over a wide area. Four thousand troops alded the firemen in combating the blaze, but it was only when the force of the wind let down notably that their efforts to control the fire were rewarded with success Scenes of terror were witnessed in many sections as the course of the flagies threatened widespread destruc- tion. The streets were choked with masses of despairing refugees from the districts already stricken, ompanied by carts loaded with furniture, the con- fusion being added to by the flocking in adjourned when its threatening nature was reported. U. S.—JAP—CHINA Russian Far Eastern Republic Wants These Three Nations to Enter Into Diplomatic Relations. Tokio, March 28. (By the Associated Press. )—Communications expressing a desire to open diplomatic relations with Japan, the United States and China have been sent to the capitals of these nations by the Russian Far Bastern re- public, says a Viadivestok dispatch to the JiJi Shimpo. The Chita .govern- ment has also issved a declaration to the world demanding that foreign in- terference in its affairs cease and that foreign troops evacuate eastern Siberia, it being claimed that their presence there is in violation of international law, The dispatch declares that some dele- gates to the constituent assembly of the republic have denounced the action of the government in ceding a part of the peninsula of Kamchatka to the soviet government of Moscow, asserting that this action will result in placing the region in the hands of American capi- talists and in inducing-Japan to take more aggressive measures at the mouth of the Amur. BRITISH AUTHOR DEAD. Charles Haddon Chambers Wrote Many Famous Books. London, March 28.—Charles Had- don Chambers, journalist, novelist and dramatic author, died at his home here today. He was born in Sydney, Australia, on April 22, 1860. After completing his education in Australia he entered the civil service of the government of New South Wales, later coming to England. Among his best known works were “Captain Swift,” “The Old Lady,” “The Impossible Woman,” and “The Tyranny of Tears."
