The presentation of a bill from the W. H. Hall Construction company for 2,361.16 for payment twice at last night's council meeting revealed a conflict in the charter and ordinances of the city, relative to the duties of the comptroller. On that account Comptroller H. L. Curtis was acting within his rights when he paid the bill some time ago and the council was also within its rizgkts in not ap- proving his action, although each took opposite stand. In the charter it is prescribed ;that the comptroller may pay bills as s00n as they are approved by the com- miesion that contracts the bill. Under that clause Mr. Curtis paid the Hall bIll, recelwing two per gent. discount and saving the city $48.19 Last night the bill was offered with | the regular list of printed bills for payment, and ordered paid. Puts Ban on Sale of Pure Jamaica Ginger Washington, Nov. 18.— Jamaica ginger came under the prohibitive ban today.
