A telegram received from the Navy department this morning states that the St. Louis and six new destroyers are to he commissioned at the Navy Yard, Philadelphia, Pa. Upon com- pletion of commissioning and fitting out these ships they are to proceed to Europe, visiting England, France, Germany, Italy and all Mediterranean ports.
