Binn, charged with reckless driving and with passing a standing trolley car. Binn, although arrested on the charges, was not the driver. The man operating the car was subsequently arrested in Hartford on another charge and is now doing time in the Hartford jail. TUpon his release he will be brought here to answer charges.
