Y, SPECIAL TAX RATE FAVORED BY BOARD Finance and Taxation Board Acts at Special Meeting A special meeting of the board of finance and taxation was held last evening for the purpose of discussing the present financial status of the city and for affording relicf in de- partments where it is needed. The meeting .voted to recommend to the common council that a special city meeting be held to levy a tax of 2% mills on the city’s new grand list to provide 300 for school salaries; |uo.ooo for the board of public works department for repairs to | streets, the Andrews street sluiceway. »r fences, buildings, driveways, and inage at the recently purchased property on Harvard street; and to pay a sum of at least 5,000 owed by the health department for repairs to the municipal slaughter house. He explained that lack of incentive in teaching was due to lack of proportion in salaries, and the committee hopes to better this con- dition. Superintendent Holmes told of the necessity for the money. He stated that $0 teachers signed con- tracts for the next vear with inten- ions of going elsewhere if more money would be vailable. The boy 1s the son of Mrs. Jennie Richman, upon whose com- plaint the arrest was made. The boy and two playmates were sitting on the veranda of his home, they said, when Marten and another man happenad along. Marten advised the boy to muzzle a small dog with which he was plaving. The boyv re- plied: “TI'll muzzle you.” For this re- mark he was slapped in the face. Marten is a painter, employved in repainting the Richman house, he said, and merely requested the bhoy to leave the veranda so there would be no danger-of his being struck with ladders. The boy refused to leave so he was taken away forcibly, the painter admitted.
