A | Ship- | ; Hem:y’ Clews Weekly Letter S New York, Oct. “The approach of ratification of the treaty with Ger- many has been hailed during the most commercial past. That such will take place at an early possibly October 30, is the forecast in some quarters. The ad- hesion of the United States to the treaty is still in doubt, and the pre- dictions of some political leaders that we shall so modify the treaty by res- ervations as to eliminate much of its value has undoubtedly caused anxief Should we practically precipitate ou selves into a situation in which we had no definite connections with for- eign countries, and could not share in the benefits obtained under the formal agreement with Germany, our trade and finance would undoubtedly suffer” seriously in its foreign aspects. From this danger it will be the first duty of public men to protect tho nation. Labor and Financial Situation. The labor and trade situation has for some time past been curiously mixed. The gradual collapse of the stecl strike and the strong hand shown by the United States govern- ment in controlling the port strike at New York: but the most encouraging element in the case has been the cir- cumstance that public opinion, when enlightened upon the real motives of the “red” agitators who are behind the disturbances, has turned against them. Industrially the reports from all over the country are encouraging, reflecting, as they do, good demand for goods and a great ability to pur- chase and pay for them. An abun- dance of means in the hands of the public throughout the country has re- ysulted in a steady investment demand for the more solid kinds of securities as well as in a tendency on the part of the public generally to purcha; 'and carry stocks of the sounder va rieties. This disposition has been well maintained in spite of an ad- verse money situation which during the early part of the week showed high rates for call funds; and during important event for a financial and good while the latter part of the week, although | casier rates were reported, indicated a short supply of cash for market | purposes. The investment demand of the actual evidence before the ey of the public everywhere as to indu trial activity and prosperity. Hopeful in this connection has been the re- port of the Bureau of Labor that commodity prices representing the cost of living have been on the de- cline during tho past month and | show a shrinkage of two per cent or more in most cases. As against this investment strength, the speculative situation has been perturbed and dangerous. During the latter part of the week there was a a sharp collapse among some of the favorite shares, including olls and a variety of industrial shares, had been advanced to levels whic left them in an evidently “topheavy condition. With call money in re tively scant supply and likely to ex hibit firmer rates a number of stocks which were in a technically wealk po- sition should be looked wupon with great caution only when the buyer is amply to protect himself. Financial Legislation. After being held up for a long time in committee it now seems as if the Fdze Bill, which provides for the formation of corporations to in the furtherance of foreign trade. would be adopted at an early dat Tt seems also likely that cong may adopt at an early date some pre- liminary commercial or tariff enuct- ments which should have their e in advancing the price of industrial shares by assuring the home producer {of a greater degree of protection in position tho | prast week in practically all countries | formal ratification | date, | current | corporations will pos ! Cadum Ointment is a French preparation in America from the original formul ;1 e e against outside competition. On the other hand a remarkable develop- ment has taken place in the expan- sion of our banking system under ex- isting legislation. Many new foreign branches are being organized and oth- ers are in prospect while acceptance houses paralleling those of Great Britain are showing a healthy growth. A new fleld for the use of investment funds is thus revealing itself and it may be expected that with proper guidance not only the shares but the paper of these new types of financing s high value as 2 means of employing funds. The progress which our banks are making in foreign fields also should encourage much larger opera- tions in securities listed in other coun- tries, although thus far the actual progress in that direction has been limited Outlook Depends on Conservatism. The on rious cloud upon the na- tional horizon would seem to be the labor disturbance and social unrest connected with it. The natural con- servatism of the American public must be depended upon as the all-im- portant means of overcoming this danger. short term HENRY CLEWS. CITY ITEMS The D. A. A" WORD OF ADVICE TO WORRIED MOTHERS Mrs. Fred Tillman says: “My daughter, Winifred, who is 9 years old, was troubled with weak kidneys and bed wetting. At first I thought it due to carelessness and used severity with her, but that seemed to do no good. o matter what precautions were taken before retiring, the results were always the same. I took her to several doctors, who sald it was due more to nervousness and bladder trouble than to kic trouble. Also that the only cure was time, and that she would grow out of it in a year or so. There was not a night the child could sleep in any degree of comfort. So when I heard of G DINE 1 went to the drug store and had a talk with the GOLDI Man. He advised the use of GOLDINE No. 2.
