By Associated Press.) —Shipping and fuel representatives of France, Belglum and Italy conferred with Herbert Hoover, head of the in- ternational relief organization here to- day and decided to urge the supreme council of the peace cor:ference to ap- point Furopesn coal commission to co- ordinate the distribution of European coal in an effort to avert what threat- ens to be a disaster. Hoover Gives Warning. The meeting was held as a result of a warning given by Mr. Hoover in an address at the recent conference in London of the supreme ecconomic council. He sald that Europes’ coal production was 35 per cent. below normal and that the United States could not offer relief because of the short#ge of shipping. Mr. Hoover said to the fuel repre- sentatives of the various governments: Burope is Menaced. “The coal problem with that of the approaching harvest and the solution of the immediate food pressure comes to the front as the greatest menace to the stability of life in Europe. This problem is domestic to Europe, is in- capable of solution from the United States. Disregarding all other ques- tions an additional load of 1,000,000 tons monthly on American piers would indeed be a large tax in the face of trebling of the food exports of the United States above the normal pre-war level. Furthermore, such a tonnage would entail a tax on the world’s shipping which cannot but af- fect freight rates generally. With a shortage in production of 20,000,000 tons per month, the contribution of even 2,000,000 tons monthly from America will be of. little importance. Only a greatly increased coal pro- duction and an improved organiza- tion as will maintain essential service rope from disaster next year, Mr. Hoover explained, and he urged that some sort of food control be estab- lished which will greatly stimulate production and secure s istr tion as will maintain essentia service upon which economic and stability must rest. Production Falls Off. According to figures gathered for Mr. Hoover by experts, England’s an- nual production of coal has fallen from 292,000,000 tons in 1913, to 183,000,000 tons, the present produc- tion. Germany's decline is slightly greater. Europe, at the present rate, will produce 443,000,000 tons next vear, while the amount needed is es- ated at 614,369,000 tons. 'S STRIKE. Paterson Employes Go Out in Sympa- thy With Silk Weavers. Paterson, N. J., Aug. 5.—Supporting the demands of silk workers for an immediate 44 hour weck and a 12 per cent. increase in pay 1,500 dyers employed by the Wiedman Silk Dye- ing Co., went on strike here today. The Amaigamated Textile Workers of America held a meeting this morn- ing to devise plans for unifying 14,- 000 unorganized silk workers, men and women. It is estimated that 13 000 broad silk weavers and members of the Amalgamated are idle. Some of them were locked out when they went to the mills at 8 a. m. instead of 7:20 a. m., in an effort to put the 44-hour week into cffect but the ma- jority struck. SHORT ON BREAD.
