Copenhagen, July A dispatch from Vienna says that Count Czernin, former Austro-Hungarian foreign minister, has published a statement that his report to Emperor Charles under date of April 12, 1917, was handed to Mathias Erzbergér without his knowledge by certain irresponsi- ble persons.
