New York, July 17.—An embargo | on export freight was threatened to- day as the strike of firemen, oilers and seamen continued to spread. Con- gestion of freight on the docks has become a serious matter and an em- bargo on shipments for transfer to coastwise steamers was expected to be made operative at any time. The number of police assigned to guard the piers has been doubled and every precaution taken to prevent damage by fire to the vessels tied up for lack of crews. The action of the TUnited States Shipping Board in appealing to the strikers for volunteers to permit the sailing of six ships with cattle for the French government was inter- preted as recognition by the govern- ment’s officials of the seriousness of the strike situation. The board of- fered to pay men joining crews for the six vessels the full increased rates of wages announced on Saturday last.
