That the British government is alive to the importance attached to the question of industrial housing in its relation to the prevalent labor un- rest is shown by the appointment last year of a royal commission to study the subject. The report of this com- mission to the effect that bad and in- sufficient housing played a large part in producing unrest and dissatisfac- tion among the working populace served to focus the attention of the whole country upon the problem. Up to 1915 actual construction under the various housing acts in effect since 1890 was slow, the figures gathered by the commission being as follows: 1911, 464 houses; 1912, 1,021 houses; 1918, 1,880 houses; 1914, 3,335 houses; . 1915, 4,408 houses. Though the British government now figures the urgent need of about 300,000 houses for laboring men, | none of the English housing acts seems to have for its aim the idea of encouraging the workman to own his | own home. On the contrary, they are | almost exclusively rental propositions.
