The peopl of the United States are by the nature of their form of government cquired to think together and to t together. This demand pre-sup- | poses that they » to be intelligent, literate, and tole It likewise im- poses a duty and obligation upon each one to promote that end The Law Expects Intelligence. “It is a presumption of the law that every one shall be familiar with | what is legally required of him by Ignorance is a X | its enactmen excuse for violating its precepts. Such familiarity is a part of his respon- sibility beore the law. t is similar- ! Can it be possible that it | of Americanization mt ¢ worthy t as a form Iy demanded of the soldier or the sajlor that his responsibility shall comprise both the knowing and the doing of his duty. If he fails this responsibility of his, he is a coward or a traitor. But what shall we say of the citizen who neglects, shuns, or betrays his not uncertain duty and responsibility? Ts it possible that our civic consciousness may rise so high in the future as to regard him | likewise a coward or traitor or enemy of democracv? Tt is certainly a safo very undesirable sort of citizen, but keeping with his undesirableness. Some Responsibilities Definite. ‘During the war period there have sponsibility of each one to he loyal, in word and spirit to America, our country. It was discovered that the need of stimulating and cementing this loyalty was of essential impor- tance. The responsibility to render service was presented in so many ways by draft laws, by food regula- tions by demands for maximum pro- duction, by appeals for gigantic loans and for generous gifts that the habit of service to the nation’s cause be- came contagious. The duty was so definite that it was comparatively easy to respond. Others Easily Overlooked. “But when it comes to a moral respousibility the duty is less obvious, because it is not so definite and con- crete. The unthinking will not only disregard but will often deny the existence of such a duty. Already the war and all its attendant prob- lems a& settled and due to receive a prompt dismissal from considera- | tion. The people of such views are zpparently disposed to have all the | old prejudices, stupidities, confusions and injustices re-instated as though they were simply normal and neces- sary. They would even label a con- scious and deliberate attempt to re- duce some of these as a fad or in- novation. It is merely a confession | of their own short sightedness to em- ploy a ibboleth to discredit what is progressive and constructive be- vond their understanding. Here is the application of their responsibility to become intelligently informed. Disregarding Intelligence. “To be democratic one must think in terms of dermocracy and act in the s.me spirit of the common good. The negative of this is the spirit of dom- ination and of intolerance, and one need not look far te find it. Whether one tfaces It to ignorance or preju- dice, there is no greater bane in the | intercourse of a free people. Unfortunate as it may be, democracy has been frequently called ‘the rule of mediocrity’, largely be- cause the expert and the specially trained are so little respected. T said that no premium is put upon in- telligence by us. The intolerance and presumption of the multitude or the boss would dictate a policy or proced- ure to the expert, which virtually means that he is disregarded.
