In- ternational conflicts must, as far their character allows, be solved either by arbitration tribunals formed free conent of the parties, or else by a permanent international court of- fering every guarantee of political in- dependence. All other international disputes must be submitted to a pro- cedure of meriation through which lasting settlements on the basis of equity and justice can bearrived at. “3, Switzerland recognizes the ne- cessity for actions which may ulti- mately consist of military pressure within the system of the league of nations. Nevertheless Switzerland is determined not to abandon her neu- trality, which is laid down in the Swiss constitution and based on the tradition of 400 years of peaceful poli- tics. This neutrality is necessary Switzerland, considering the composi- tion of her population, as well as on account of Switzerland being n a par- ticularly exposed strategical position. In case armed conflict should after all, occur under the reign of the league of nations, the exstence of the several permanently neutral and in- violable states would be a great bene- fit also for the league itself.
