The decision was foreeast last week when the commit- tee gave a cold reception to the plan. Mr. McAdoo asked the committee to recommend the legislation as of helping advan the reconstruction programme abroad. The decision” today was that this matter should be left until after peace terms are signed. Chairman Kitchin explained that his committee believed it would he unwise to take action so far in advance. The United States loaned or promised $8,600,000,000 to the Allies out of the total of $10,000,000,000 appropriated for foreign loans. ' Afterwards no further loans are per- mitted under the present law, but Mr. McAdoo asked that this be amended so money could be loaned for a year after peace. All work hus been stopped on thesc shells, and by order of Production Superintendent Charles Hare, the ma- | chines working on the Initial oper tion of the shell head, were taken and pre- pared for immediate sale, it is said. The order issued by Mr. Hart states that all tools, countershafts and belts are to be removed, cleaned, packed and made ready for sale at date, according to information. Tt is apprent thi if the machines working on the first operation are no to he us>d there will be no need for further use of the macLines on oper- ations which follow, and it s evident that the intention of the officials is to have {hese machines also taken down and disposed of. These shells were on two orders, one calling for a million and the other for the remaindsr, Over one hundred hands have been engaged on this work, ex- clusively, and it 18 easy to see what the result of the cancellation will be. In all probability work will be found for gome of the men in other parts of the factory and on other work, but whether 100 men can be placed in that manner, is not known as yet. Since the coming of the order to the work has been pro- gressing rapidly. By the use of five machines, 300 of theso shells could be turned out ready for final opera- tions, fn an hour. A shell in the first operatlon takes but 65 seconds. Denies R. & E. Loses Order. President B. A. Hawley of the Rus- sell & Erwin plant denies the rumor that over 25 of the women workers at the plant cngaged in the assemb- ling of magazines for Browning guns, have been discharged and the order cancelled. The factory has been working on an order of Browning gun magazines and the work has been done mostly by women. Whether this order has been cancelled in connec- tion with the wholesale cancellations which are reported throughout the country, or is in suspense about to be cancelled is not known.
