LiMIT Senator Williams’ Program Ex- plained to Peace League Philadelphla, May 18.—United Btates Senator John Sharp Williams of Misslssippi, speaking last night at the national convention of the League to Enforce Peace, suggested 450,000 men as a safe reasonable limit for natjonal armies after the United States and Its allles had removed the danger of German militarism by de- cisively winning the war. ‘The treaty of peace, if a real peace treaty,” ho said, “should contain a provision that no country hall sup- port an army of more than, say 000 men trained for war.
