Thomas Heflin of Alabama that there are thirteen or fourteen members of Congress whose official conduct in connection with the 3 war he regards as suspicious. - This remark was made by Mr. Heflin on the floor on the day that Secretary Lans- { Ing made public the note which Count { von Bernstorft wrote to the German ! Government, requesting authority to | spend $50,000 to influence Congress. 1 1 A newspaper interview in which ! Mr. Heflin was quoted as saving that he had heard of a gambling room in Washington where peace-at-any-price members got their pay by extraordin- ary luck at cards, also is to be in- quired into. Mr. Heflin has since de- nled that he ever made this state- ment. Two newspaper men who say he made the statement to them will be put on the stard by backers of the resolution to dispute Mr. Heflin's re- pudiation. The author of the resolution, Repre- sentative Stephens of Mississippi, said that his purpose was to expel Mr. Heflin from the House unless he could substantiate the charges. Under the terms of the resolution the commit- | tee must report before the adjourn- ment of Congress. Both houses to- day agreed to adjourn for the session on Saturday. Speaker Clark appointed the foliow- ing committee to conduct the inquiry: Barnhardt of Indiana, chairman; Ven- able of Mississippi. Dewalt of Penn- Longworth of Ohio and, of Massachusetts. Longworth and Walsh are Republicans. Mr. Stephens’ action was unexpect- ed by the House, although he said he had informed Mr. Heflin of his pur- pose vesterday so the latter could be on the floor when the matter was presented. When the resolution was called up, as privileged matter, Repre- sentative Heflin asked if he might be heard. Mr. Stephens said he saw no reason for discussing it and moved the previous question. “May I not speak briefly?” Mr. Heflin “Not one word,” Clark. The House voted heavily both for the previous question, cutting off de- bate, and for the resolution itself. The asked replied Speaker chorus of ayes on the viva voce vote was very loud, apparently not more than three or four votes against either question. Mr. Heflin was assured of his right to call as many witnesses as he wished. To prevent delay, however, which, coupled with the certainty of final ad- journment on Saturday, might result in no action whatever, the commit- tee Intends to start its hearings to- morrow, When the committee met to con- sider the resolution some members were disturbed to find that no specific power to summon witnesses and ad- minister oaths had been given it. Oth- er members sald these were implied powers. Representative Britten of Illinois, also introduced a resolution calling for an investigation by the Rules Committee of Mr. Heflin’s charges, and for his expulsion if his explan- ations were not satisfactory. Representative London of New York Socialist, said he contemplated pre- senting a resolution permitting Mr. Heflin two hours to talk on whatever subjects he wished. He declared that it this were done Mr. Heflin would make such a “humiliating spectacle of himselt before the full House that further punishment would be cruel and unusual.” The Stephens resolution provides: “Said committee shall report to the House before the adjournment of this session of Congress the result of the inquiry and its recommendations as to the action which should be taken by the House touching any person or per- sons involved in, or affected by, or making these statements and charges.” 4-MINUTE MF Speakers From All Over State Gofing to Hartford.
