Dr. von Kuhlmann sald that as soon as the American government published the text of Count von Luxburg’s despatch- es the imperial government called | home Count von Luxburg, who will be held responsible. The Foreign Office frankly expressed to the Argentine Minister its disavowal of the terms employed by Count von Luxburg, add- ing that his recommendations in no way influenced the resolutions of the goverment, Dr. Molina adds that Herr von Bus- sche-Haddenhausen told him that all the members of the Reichstag com- mittee condemned Count von Luxburg. It is understood that (Count von Luxburg will go to Chili and then will return and leave for Holland or Den- mark. It is supposed he will obtain a safe conduct from Great Britain.
