'SWEDEN ANNOUNGES EMBARGO ON METAL Attitude of United States Begins to Show Results Washington, Aug. 3.—America's embargo on exports to neutral coun- tries as a means of cutting off sup- plies to Germany began to bring defi- nite results vesterday. New and drastic regulationg aimed to prevent the export of brass, lead copper, nickel and other base metals necessary in the making of war mu- nitions were announced by the Swed- ish Government. Similar regulations prohibiting exports will be adopted at i once by the other Scandanavian coun- | tries and by Holland, according to the understanding here. The Swedish list, now effective. prohibits the export of practicaally every variety of machinery, nautical and surgical instruments, musical wind instruments, window panes door frames and picture frames ‘‘which contain any other base metal than iron.” Also are included pine cones, ‘rag pulp, wooden or fibre shoe soles, telephone and telegraph apparatus, “electric technical - apparatus not | specially designated” and steam and | street railway coaches. The United States has asked for full information concerning food con- ditions in the Northern European neutral countries in notes handed to the diplomatic representatives here. The plan for rationing these coun- tries through control of exports will be determined upon receipt ofs the replies. The exact food needs, their food production capacity and all details of their export and import trade of the last few years is sought. Only actual food -deficiencies will be made up from America, and assurances will be demanded that no American foodstuffs will be re-exported or will be used in place of food that is ex- ported. The Scandinavian countries have agreed to act together in external af- fairs and have reached a definite co- operative understanding. Dr. Fridtjof Nansen, the special representative from Norway, who had an audience with Presidene Wilson yesterday, said today that his plan for Norway was to give the Allies the use of Norway’s merchant marine if the United States will allow Norway to im- port the foodstuffs necessary to its existence. At the same time, Mr. van Rappard, the Dutch minister, announced -that Holland also would be willing to lend the use of ships in return far food— provided that the ships were not sent into the danger zones. Mr. van Rappard added that his government was ready to devote 80,. 000 tons of shipping to the transpor- tation of relief supplies to the Bel- gians in exchange for the privilege of importing foodstuffs for herself. He said Holland was unwilling to have her ships sent into the danger zone because of her great colonial trade. The Dutch merchant marine includes about 1,000,000 tons BOY SCOUT NEWS. Troop 4. Troop 4 took & rest Wednesday evening and enjoyed an evening as the guest of Scout Ki- bourne. It was here that the “Boy’'s Life” subscription campaign was launcher. The Troop is divided into two teams and headed by the assistant scoutmasters and will seek subscrip- tions to “Boy’s Life,” the Scout maga- zine.
