The president’s conclusions on the subject will be reported to Senate lezders before July 21. The bill providing for a great air- craft program at an initial cost of $640,000,000 was ready today to be reported to the House, but its consid- eration there will not begin until to- morrow. The House Military Committee yes- terday voted to report the measure favorably after Secretary Baker and others appeared to urge immediate action. Prospects are that the bill will pass the House tomorrow night. TROOPS WANT TOBACCO. Washington, July 13.—Word from France that tobacco is the thing of all others most prized by men in the trenches caused Representative Gould of New York to introduce 'a bill to- day providing for a pound of either chewing or smoking tobacco monthly with the rations of every soldier, sailor and marine. FIRE GIVES OWN ALARM. Burns Rope on Dumb Walter and Crash Follows. Stamford, July 13.—When a dumb waiter laden with dishes being lifted, fell to the ceflar kitchen level there was a crash of crockery and then a noise resembling an explcsion in the sanatorivm of Dr. Frank G. Barnes early today. Patients and physicians in the building were awakened. This was an opportuno awakening ' for crossed wires had started a fire in the shaft. The hlaze ate the waliter rope and the carrier dropped. Fire- men extinguished the blaze. The damage was about $1,000. GETS NEW POSITION. Miss Anna Munson, the popular supervisor at the East Street Play- grounds, has received notification of her appointment as physical director in the public schools of Watervliet, N. Y. New Haven, July 13.—Stafford BE. Squiers and his son-in-law, Peter Hussman, were arrested today on the charge of taking goods from the ware- house of a wholesale grocery firm here. Hussman has been the night watchman for about 15 months, and, according to the police, Squijers is sup- posed to have driven to the storehouse and taken on board goods handed out by Hussman. The concern today complained that during last night 15 bags of flour were stolen. At Squiers’ house the police found canned goods, sugar and other articles worth $300. ALLEGED CROOK DISCHARGED. Uncle Sam Does Not Want Dishonest i Men in His Service. Because of evidence against him, accusing him not only of being a cheat but also of being a liar, was so convincing, a local man of foreign ex- traction, recently enlisted in the army wag yesterday discharged from the service in Hartford. This action is the sequel to a story Teported previously concerning the ex-soldier. Owing a considerable amount of money to various creditors he refused to pay them when pressed (for a settlement, he is said to have held them off with a revolver, ex- plaining that he was about to join the army when he would be beyond their reach. The expose came about as the result of this threat. Army officers are withholding the name of the dis- charged man. HEAD OF A. O. H. HERE OFFERS TO DO “BIT” R. J. Mulconry Offers Himsclf as Candidate for United States Army to Sergeant McCabe. No candidate for the United States army was ever more disappointed than was R. J. Mulconry, president of Rev. W. A. Harty branch, A. O. H., today when he was told by Sergeant J. H. McCabe, who is on detail here, that he was under weight. “But I'm proud of you just the same,” said the sergeant, “and I'm sorry we can’t have you with us.” Sergeant McCabe conducted recruiting an open-air recruiting campaign last evening and after delivering a patriot- ic talk made his way among his audi- ence to give personal lectures to in- dividuals. While he was doing this Mr. Mulconry mounted the roster and held the attention of the throng. To prove that he meant ‘“‘come’” instead of “go” he offered himself as a candi- date for the army this morning but could not pass the physical examina- tion. i Sergeant McCabe will conduct his last recruiting rallies h‘ere tonight and tomorrow night. He expects that it will be his last public speech in Amer- ica as he will probably be summoned in a short time to take his place with the American soldiers in the Buropean irenches. He has had remarkable success here, his convincing manner and his record of 22 years in the army attracting large numbers of young men. He is a native of New Haven, a member of the Elks and a fourth degree Knight of Columbus. [} \ CATCH HINDENBURG’S DOUBLE. Rome, June 23.—Among the pri- soners captured in the big Italian push on the Carso front is an officer who bears such a strong resemblance to Field Marshal Von Hindenburg that he was at first taken for the lat- ter. The prisoner, a major in the in-# fantry, was observed in the collecting station by an Italian intelligence of- ficer, who exclaimed: “What Have we got the great Hin- denburg?” “No,” replied the major, “I am not Hindenburg, nor any relative of his. I am merely a poor wretch who will do no more fighting.” EL UNIVERSAL: FAVORS ALLIES.
