He it enacted by the Senate and” House of Representatives in General Assembly convened: Section 1. The mayor of any city or the warden of any borough or the first selectman of any town may, it he deems such action necessary by reason of any emergency existing therein in relation to the fuel or food supply, or both, whereby the inhabitants of such city or borough or town are unable to supply themselves with the same through. private enmterprise, appoint a committee on fuel and food supply, consisting of five restdents, which | committee shall continue in office until the mayor or warden or first se- lectman, as the case may be, deems that the necessity for such committee no longer exists and revokes such ap- ‘pointment. . Section 2. Such committee ' shall, during the continuance of such emer- gency, take such action, by purchase, storage, sale, distribution or otherwise, of food or fuel or both ,as it may deem necessary to supply the same to the inhabitants of such city or borough or town ,and the common council or board of burgesses or board of select- men, as the case may be, shall, with~ out any special appropriation tnerefor, provide such committee with such funds as it may certify to be necesbary for the proper performance of its duties and the purposes hereinbefore mentioned. Section 3. In order to provide such funds such city or borough or ‘town may borrow maoney and issue notes therefor, ‘but all expenses incurred under the provisions of ‘this act shall be provided for in the next annual budget or estimate of maid city or ‘borough or town and the same shall be raised by taxation on the list next made.
