Over two 4 hund.ed men hawe called at the head- § puarters of the bureau and filled in X Yhe blanks. It s anticipated that the ¥ entire census will be completed in yecord time. The Character of the Census. Chairman Corbin is quite emphatic ' In his expression of a desire to have ghe people understand that the taking pf the census is by no means an en- ollment for work or an enlistment, {wr does it take any part in a prep- mration for conscription. It makes ne man any more liable for military ¥ty than he would be if the census were not taken, nor does it carry as % result any obligation he would not ibe under-in any situation. Tt simply )ists all men, classifies them as to abil- }ny to serve the state and nation and thus gives the people in authority ¥ome definite knowledge of what they Yhay expect if action becomes neces- varyn At the meeting of the general com- mittee in Grammar school hall, Com- hilssioner J. It really should be considered an ‘“‘in- ventory of men’ as Mr. Corbin termed it, without especial reference to arms- bearing. Tt was stated at the first meeling that if it became necessary for the creation of an army of a million men, ,Connecticut’s quota would be but ten thousand out of her 450,000 to 475,000, which it is ex- pected that Ithe canvass will show. This is less than would naturally i volunteer for service, in a time of real ineed, and having the census data in | hand would enable the state officials | to select for the different service the | men best fitted for it, to give prefer- ence for field duty to men with no per- sons depending upon them, and to meet the requirements with the least hardship to individuals. . We have | still a vivid recollection of privations | endured by the familles of married men who have recently returned from the border and who had never con- templated service afar from home at the time of the original enlistment. much i The preventive of such trouble should be one of the results of such a can- vass as this, when the passing upon the applications for enlistment is un- der way. It has been found neces- to ‘send home many men who can be of great- er value than in fleld service, show- ing an improper distribution of du- ties, and the present census should minimize confusion or loss of this kind. The census also registers men who are not physically fitted for field duty, | and frees them from any embarrass- ment or reproach as “slackers,” if the time ever comes when it becomes the duty of men to rally to the colors, It lets the state know that they should be exempt from bearing arms, and should not be called upon for such duty. It also enables such men who are patriotic in spirit and desire to serve their country to be listed for the classes. of home duty they can rerform. Photographs from abroad show women doing men’s work, and old men taking the place of younger ones. If the worst conditions come upon us, a close and proper distribu- tion of duties should enable Connecti- cut to do her part without great pri- vation to any individual, <, Formal Instructions Issued. “Each, person whose name is filed may rest. assured that the informa- tion contained In the census will be used in case of war solely for the purpose of placing the burden of war fairly upon all, taking into account the situation of each .individual, his physical condition, whether he is mar- ried or single, and whether he has dependents. Each person may assume that he will be expected to do no more than others will be asked to do whose *classification is substantially the same as his. Answering the ques- tions of the blank is not an enlist- ment.” Nobody wants war. Despite the belligerent tone of the news, we have an abiding faith in our ability to keep out of the terrible conflict now raging 'across the ocean, but if through some miscarriage’ of ' justice, war comes upon us, it behooves us to pre- pare to care for qurselves in such measures that no one can do us an in- jury.
