The fear of the consequences in case | Russian rules by any chance is estab- lished, exercises a lively deterent in- flunce upon many Poles and there is asserted to be a wide spread deter- mination, even among the leaders who would probably welcome the perman- ent establishment of a new kingdom under Austro-German auspices, to wait and see the result of ¢he war be- fore they commit themselves to the new order. The Polish council of state came in- to existence only after long negotia- tions between the various parties and the attempt to bring the representa- tives of all these parties into the coun- ¢il had finally to be abandoned. Mecn like Prince Lubomirsky, who headed the provisional civil government of Warsaw after the Ru pelled, are quoted as saying fr: that according to the law of nations they are still Rusian subjects and can- not participate in a government under the new order until they are formally absolved from their obligations under the peace settlements. Sentiment in Germany on the advis- abllity of proclaiming the Polish king- dom was divided from the start and the reported lack of enthusiasm among the Poles over co-operation hy their arms and with their counsels in the establishment of national under Austro-German oversight seems | to have weened over the apposition of‘ many Germans who at first favored the new kingdom. Some speculation is being indulged in, therefore, as to whether the indicated developments may not affect Germany's ultimate pol- icy toward Poland in the peace nego- tiations.
