" It is the | ARE EMBARRASSED | BY WILSON'S NOTE Allies Must Make Effort to Justify Their Attitude Berlin, Jan. 11, by wireless to Say- ville. The Hamburg Fremdenblatt secs In the long delay of the entente's answer to President Wilson an evi- dent indication of the embarrassment cavsed by the president’s step. The paper says that President Wilson's note cannot, “like the German over- tures, be turned off with abuse but calls for justification of the prolonga- ton of hostilities which neutral opin- ion would accept as reasonable.” The Fremdenblatt meets the ar- gument of the entente that the Ger- man peoples are insincere and aimed only at provoking discord among the allies with the statement that such a danger could not be mentioned un- less it was actually justified by the relations of the entente and it con- tinues, ‘“unless there was good reason to fear that not German intrigue but the territorial aspirations of the var- ious entente powers, not all of whom are willing to continue the war mere- ly to satisfy the lusts of the others, would bring the latest dissensions to the surface at a conference.” The rejection by the entente President Wilson’s suggestion will, the Fremdenblatt hopes, bring the president to comsider the advisability of supporting the desire for peace by deeds as well as words. Declaring that it had never contested the legal of /justification for the export of mu- nitions but had only maintained that America should at the same time up- hold its undoubted right to conduct commerce with the Central powers, the Fremdenblatt continues: “It is time to ask whether condi- tions have not now altered and whether the time has not come for America to say that powers which definitely stay in the way of peace shall no longer be aided to prolong the war.” Gerard’s Misplaced Compliments. Amsterdam, Jan. 11.—A Berlin de- spatch to the Dusseldorf General An- zeiger says that well informed politi- cal circles are inclined to regard the much -criticised remarks of Ambas- sador G d in regard to ‘the men at the head of the German govern- ment a misplaced compliment to the statesmen in question. The de- spatch adds: / “The former Américan policy of in- terference was only possible as long as Germany put uo with it. Tt is be- lieved in the aforesaid political circles that such American action could not, for good reasons, continue as suc- cessful as it was previously. It fis also believed that in the future, when important differences arise between America and Germany, there can hardly be such great friction as has been the case. Guardian Outlines Reply. London, Jan. 11, 10:12 a. m.—The Manchester Guardian’s London cor- respondent, forecasting the terms of the entente alles’ reply to President Wison says: “Restitution, reparation and secur-~ ities are demanded and the note gives some indications of the aims of the allies in re-drawing the map of Fu- rope. The principle governing this must be the question of nationalities. “Certain formulas are mentioned. Belgium must regain her indepen- dence and be indemnified for her losses. , The boundaries of France must be re-drawn in a spirit of res- titution. Italy must redeem her prov- inces and boundaries of the Balflan's drawn in conformity with and history, Russia must to a warm sea. Great not mentioned, nor is the tion of colonies. “The reply also deals with the American als for a League to 1nforce Peace which it approves in principle but questions how much a league can be brought about and the . machinery by which peace can be | enforced. “The striking thing to the world is that while the president directed the note to each of the allies, the allies’ reply is one.” RELIGIOU!
