DOOM OF SAFETY BOARD IS SEALED Two Commissions of Four Meui Fach Instead Although all present were agreed that the present system or police and fire department administration by a partisan board of three members is joke and gives great opportunty for the playing of politics, it took the members of the charter revision com- mittee a long time last night to agree to recommend a police and fire board of four men each, to appointed year- ly for terms of four years so that at all times there will be three old com- missioners on each board. When the matter of splitting the board was introduced there was not a dissenting vote, but when the make up ‘of the new commission was ds- cussed positive opinions were freely offered. Senator George W. Klett ad- vocated a one man commission, ar- guing that the placing of power in a capable individual makes him con- servative. He said he was totally op- posed to a four man board as it was getting back into the old rut. B, each supported the senator’s idea and the latter made a motion, later voted down, that each department be gov- erned by a one man commission to be appointed by the mayor for a term of five years. Mayor Quigley, G. M. Landers, T. H. Kehoe and H, V. Camp just as stoutly defended the four man com- mission. They admitted the value of an efficient one man commission but declared that the city is not yet big enough for such action, that it can- not and would not pay the necessary high salary to get a proper official. Mr. Landers said he wanted to go on record as disagreeing with any scheme for a one man board. Politics In New Britain should be fought es- sentially on state and national issues, he said. In motion of Senator Klett, a coun- cil resolution was approved providing that the charter be so changed that all blans and layouts for new streets { must be approved by the city plan { commission and city engineer before they can he recorded. Section 50 of the charter, on suggestion of Mayor Quigley, will be referred to the cor- poration counsel to draft into a char- | ter amendment to provide that a W. | Christ, E. F. A request from the board to be given power to lay a permament pave- ment with first having conduits for underground wires was given consid- erable discussion. Reporting for the proposed change whereby aliens could be naturalized in this city, Senator Klett explained that exhaustive investigation has shown that the previously outlined plan to have superior court judges sit here for naturalization purposes is not feasible. He said the only prac- tical »’an is to have the local coux‘t‘ Cooper changed to a court of unlimited jur- isdiction. The only txtra txpense by such a scheme would be a fair increase in the pay of judge and deputy judge made necessary by extra work. On motion of Mr, Landers it was unani- mously voted the sense of the meet- ing that the local court be made one of unlimited jurisdiction. It was then voted that the corporation counsel draw up a charter amendment to cov- er this point. Senator Klett also suggested that all proposed amendments be printed separately as the legislative commit- tee on cities and boroughs may insist that the home rule bill be brought into force. Water Board's Drafts of charter drawn by the corporation counsel on previously noted proposed changes were read and approved. These in- cluded the civil service commission amendment and the moving Dpicture censorship amendment, The committee voted to table the proposed amendment which would limit the water board to expending more than $300 without the sanction of the council.
