This protest, says the Overseas News agen- cy, has nat been acceded to .as the order announced by the German gov- erncr general at Brussels on May 15 stipulated t persons who enjoyed public charity and nevertheless re- fused to accept or continue at work according to their abilities would be punished by prison confinement or forced employment. Queretaro, Mexico, Dec. 12.—A de- eree made puclic today provides that the salaries of all employes shall be on the basis of Mexican gold at the rate paid, according to the employ- ment, in 1912. This modifies the October decrees, a modification con- sidered necessary on account of the economic situation and for the protec- tion of the working classes. Another decree fixes the assessments on all cattle over one vear old at .seventy pesos Mexican gold and on rubber producing plants at ten cents Mexican gold a kilo.
